Can't it be said that the actvists are disturbing the peace? We can't peacefully use the beach with them shinin flashlights in our eyes, yelling at us rom th sidewalk, and theatening the children. They are prevent beach access.

If more people used the beach (which would happen if the yelling would stop) then perhaps peacefull beach sharing could happen.
